Horizon scandal inquiry is shown document saying board members and Whitehall had doubts about her suitability

Ms Vennells was "unable to work with personalities who provide a robust challenge to her", a government document said a year before the Post Office stopped prosecuting sub-postmasters. During her evidence at the Horizon Inquiry Ms Vennells said she was "too trusting" of those around her.
