Authorities in Richmond are investigating the death of an individual who was electrocuted in an underground utility vault following a reported explosion early Tuesday morning. The Richmond Fire Department received a call around 3 a.m. regarding the explosion near Cutting Boulevard and S. 2nd Street. Deputy Chief Aaron Osorio indicated that the explosion likely occurred when the individual came into contact with energized electrical equipment. Fire units faced challenges in recovering the body due to water in the vault, necessitating the rerouting of electricity by Pacific Gas and Electric (PG&E). The power outage in the area began at 2:17 a.m., affecting over 1,500 customers at its peak. Richmond police received a call around 2:30 a.m. about a possible copper theft in the vicinity of the vault, which may have been linked to the explosion. While the investigation initially focused on the potential theft of copper, police spokesperson Lynnelle Sanchez noted that it remains unclear whether an actual theft occurred. Osorio emphasized that there is no evidence to suggest the incident was related to theft or vandalism, describing it as an unintentional contact with electrical equipment.
