The Institute for the Study of War has reported that Russia is rapidly reinforcing its defenses approximately 10 miles from the frontline in Kursk, as tensions escalate in the ongoing conflict with Ukraine. The UN human rights office has reiterated its request for access to Russian regions impacted by Ukraine's cross-border operations, highlighting Moscow's previous refusals for such visits. Liz Throssell, a spokesperson for the OHCHR, emphasized the need for transparency in both Russian and Ukrainian territories under Russian control. In a contrasting move, Ukraine has announced the establishment of humanitarian corridors to facilitate the evacuation of civilians towards both Russia and Ukraine. Ukrainian officials have committed to allowing access for international humanitarian organizations, including the International Committee of the Red Cross and the UN. Major General Eduard Moskalyov has been appointed to oversee a newly created military commandant’s office in the Kursk region, aimed at maintaining order and addressing local needs.
