Bosnia adopts reforms to unlock EU funding of 917 million euros

Bosnia and Herzegovina is taking significant steps toward integrating with the European Union through the adoption of the Reform Agenda. On September 30, 2025, the Council of Ministers of Bosnia and Herzegovina approved this agenda, which serves as a prerequisite for accessing substantial funding from the EU's Growth Plan for the Western Balkans. This initiative could unlock 917 million euros in support aimed at implementing necessary reforms in various sectors, including green transition, business environment improvements, education, and reinforcing the rule of law. The Reform Agenda outlines 114 specific measures that need to be implemented to ensure compliance with EU standards. These measures encompass initiatives such as the introduction of a 5G network, establishment of an electricity law, harmonization of business regulations, digitalization of the education system, and enhancements to the maternity leave law. Additionally, efforts to strengthen the judiciary and combat corruption form a crucial part of this reform package. Particularly noteworthy are the adjustments made concerning the Constitutional Court and State Aid Council, designed to facilitate the political process and promote consensus among differing political factions. The deadline for most of these significant reforms to be enacted is set for the end of 2025, with the European Commission slated to conduct progress assessments every six months. The urgency of these reforms is underscored by the loss of 108 million euros due to prior delays in adopting the reform agenda. Commissioner for Enlargement, Marta Kos, expressed her optimism about the approval of the agenda and emphasized the importance of unity in advancing the country's aspirations for European integration. As Bosnia and Herzegovina moves forward with this reform agenda, it not only aims to harness financial support from the EU but also seeks to improve its socio-economic conditions and governance structures. The implementation of these reforms is viewed as essential for fostering better infrastructure, more affordable energy, enhanced internet access, and the elimination of fees related to financial transactions and roaming.
