Atlantic City police have arrested 23-year-old Jahlil McNeal in connection with a series of animal cruelty incidents that occurred between April and July. McNeal faces multiple charges, including four counts of cruelty to animals, four counts of failure to provide care, two counts of theft of services, and witness tampering, as announced by the Atlantic City Police Department (ACPD) on Sunday. The arrest follows a disturbing video released by the Humane Society of Atlantic County (HSAC), which showed a man, later identified as McNeal, throwing a dog over the shelter's fence after hours. The footage captured the dog landing awkwardly, raising concerns about its safety. HSAC noted that the dog displayed distinct scarring on its back, indicating prior mistreatment. Additionally, the organization reported that McNeal had previously dumped three other dogs over the fence in a similar manner in April. The investigation, led by ACPD's Humane Law Enforcement Officer Matthew Schmidt, successfully linked McNeal to both the recent incident and the earlier one involving the three dogs. McNeal was apprehended during a traffic stop on Baltic Avenue on Friday and is currently being held at the Atlantic County Justice Facility.
