Tamil Nadu rejects PM Vishwakarma scheme for failing to address caste concerns

On Wednesday, Tamil Nadu Chief Minister M K Stalin communicated to the central government that his administration will not proceed with the implementation of the Prime Minister's Vishwakarma Scheme. This decision follows the state government’s efforts to request modifications to the scheme, which were reportedly not considered. Stalin mentioned that in January, he had already reached out to the Prime Minister with concerns regarding the scheme's potential reinforcement of caste-based vocations. A committee established by the Tamil Nadu government highlighted the necessity for changes, including the removal of a requirement that applicants' families be traditionally engaged in a specific trade. The suggested modifications intended to broaden eligibility under the Vishwakarma Scheme, allowing any individual engaged in the listed occupations to receive support. Furthermore, Stalin proposed that the minimum age for applicants be raised to 35 years, ensuring that beneficiaries have made a conscious decision to pursue their family's trade. In addition, the state government requested that verification responsibilities for beneficiaries in rural areas be shifted to the Village Administrative Officer, rather than the head of the Gram Panchayat. Despite the state's proposals, the Union Minister of Micro, Small and Medium Enterprises responded in March without addressing any of the recommended changes. As a consequence of this oversight, Stalin declared that Tamil Nadu would not forward the implementation of the scheme in its current form. In place of the Vishwakarma Scheme, the Tamil Nadu government plans to develop an alternative initiative designed to empower artisans while ensuring social justice. This new scheme aims to provide comprehensive and equitable support to all artisans in Tamil Nadu, focusing on holistic development without discrimination based on caste. Stalin's administration is determined to create a system that fosters financial assistance, training, and necessary resources for the growth of artisans, irrespective of their family backgrounds or traditional occupations.
