In April 2025, Beijing unveiled a comprehensive three-year action plan aimed at achieving extensive 5G applications and seamless integration across various industries by the end of 2027. The ambitious blueprint, released by the Beijing Municipal Bureau of Economy and Information Technology along with the Beijing Communications Administration, envisions a transformative leap in the city's digital infrastructure and technology landscape. Central to this plan is the goal of attaining 100 percent 5G penetration among individual users, ensuring that over 75 percent of total data traffic is managed through 5G networks, and achieving 45 percent adoption of 5G technology among larger industrial enterprises. To support these goals, the city is set to construct significant infrastructure and technological advancements. A key element includes the deployment of 70 new 5G and 5G-Advanced (5G-A) base stations for every 10,000 residents. This strategy will see the establishment of more than 35,000 new or upgraded 5G-A base stations, which will facilitate comprehensive 5G coverage within the Fifth Ring Road and provide advanced services in critical areas. The implementation of such a broad network is expected to enable various sectors to benefit from increased connectivity, substantially enhancing operational efficiencies and the adoption of cutting-edge technologies. The action plan outlines the cultivation of an extensive ecosystem that includes innovative 5G-driven solutions, such as smart robots, mobile devices, and cloud-based technologies. Additionally, it aims to nurture 5G-integrated advancements in areas like extended reality platforms, glasses-free 3D visualization technology, smart wearables, and home automation solutions, propelling Beijing towards a more automated and interconnected future. As a result, the large-scale deployment of 5G is anticipated to transform numerous sectors across the city, empowering advancements in areas like industrial Internet services, humanoid robotics, smart grid technology, healthcare innovations, and digital education. Furthermore, enhanced capabilities for autonomous driving technologies are expected along with significant progress in constructing an estimated 400 “5G smart hospitals” in Beijing, marking a profound step towards the digitization of health services. This multi-faceted endeavor aims not only to position Beijing as a national leader in 5G adoption but also to lay the groundwork for a more innovative and secure urban environment for its residents.
