China Implements Strict Review of AI Models to Align with Socialist Values

Highlights
  • The Chinese internet regulator will assess AI models to ensure they promote core socialist values.
  • During testing, chatbots may have limitations on declining responses to sensitive political inquiries.
  • This initiative highlights China's focus on controlling narratives within AI technology.
Story

In a move to ensure compliance with state ideology, China’s leading internet regulator, the Cyberspace Administration of China (CAC), is conducting a thorough review of large language models (LLMs) developed by AI companies. According to a report by the Financial Times, the assessment focuses on the models' ability to respond to sensitive topics while embodying "core socialist values." This initiative comes as part of broader regulations established last year, which mandate that AI services avoid generating "illegal" content and adhere to socialist principles. The review process involves testing AI models on their responses to politically sensitive questions, including those related to Chinese President Xi Jinping and historical events like the 1989 Tiananmen Square protests. Industry insiders have noted that the challenge lies in the significant amount of English-language content used to train these models, complicating the implementation of censorship policies. To comply, companies must filter out "problematic information" and maintain a database of sensitive words and phrases. As a result of these regulations, popular chatbots in China frequently decline to answer questions on sensitive subjects. However, during CAC evaluations, there are restrictions on the number of questions that can be declined, necessitating that models provide "politically correct answers." Experts have indicated that while it is challenging to completely eliminate harmful content, they are developing systems that can replace problematic responses in real-time. Despite facing regulatory hurdles and U.S. sanctions limiting access to essential training chips, China remains a leader in the global generative AI patent race, highlighting its commitment to advancing AI technology within the framework of state control.
