The State Human Rights Commission (SHRC) has issued a strong rebuke to the Urban Development Department (UDD) and the Municipal Corporation of Greater Mumbai (MCGM) for their inaction regarding the unauthorized installation of mobile towers in slum areas, particularly in Mankhurd and Govandi. The commission characterized the UDD's response as a "tactful silence," expressing alarm over the health and safety risks posed by approximately 250 unauthorized mobile towers erected on huts in densely populated regions. The SHRC's intervention was prompted by a report in a Marathi newspaper that detailed the alarming situation in M/E Ward, including areas like Shivaji Nagar and Baiganwadi. Despite numerous complaints from residents, the MCGM has reportedly failed to take any meaningful action against the mobile tower providers, leading the commission to take suo motu cognizance of the issue. During a recent hearing, the SHRC expressed disbelief at a statement from the BMC's advocate, who claimed that the UDD had been notified about notices issued to 58 mobile tower service providers. The commission noted that no further action had been taken, raising serious questions about the UDD's responsibilities and effectiveness in addressing the problem. In response, the SHRC has mandated the BMC to submit a detailed affidavit addressing the commission's concerns. Additionally, the commission has instructed the Assistant Government Pleader to clarify the UDD's role and responsibilities, emphasizing the need for transparency regarding the handling of unauthorized mobile towers in slum areas.
