Contra Costa County Residents First to Obtain MEHKO Permit for Home-Based Restaurant

In a significant development for local food entrepreneurs, Kellie and Vanda have become the first individuals in Contra Costa County to secure a Microenterprise Home Kitchen Operation (MEHKO) permit, enabling them to legally operate a restaurant from their home. This milestone comes after California introduced the MEHKO concept in 2018, although the county delayed implementing the necessary regulations, prompting the duo to consider relocating to Pacifica. Kristian Lucas, the county's director of environmental health, noted that prior to the permit's availability, selling food from a private residence was largely prohibited unless one held a cottage food permit. The MEHKO regulations stipulate that operators can sell a maximum of 30 meals per day and 90 meals per week, with annual gross sales capped at $100,000. As awareness of the MEHKO permits grows, Lucas's department is receiving an increasing number of inquiries and applications. Despite the introduction of the permit program, Lucas anticipates that unpermitted food sales will continue in the county. He expressed optimism about the opportunity to educate residents about the new legal framework, allowing them to operate within the law rather than facing penalties.
