Labor's NDIS overhaul threatens vital support for disabled Australians

In Australia, a recent Senate inquiry report has raised significant concerns regarding the government's proposed overhaul of the National Disability Insurance Scheme (NDIS). Released on a Friday afternoon, the report highlights the potential for severe cuts to the individual budgets of over 770,000 Australians with disabilities. The Labor-chaired committee has recommended that the bill pass, despite strong opposition from the Greens and independent senator David Pocock, who argue that the changes could devastate the lives of disabled individuals and their families. The government aims to save $37.8 billion over four years by tightening eligibility criteria and implementing independent functional assessments for all participants starting in 2028.

The proposed changes would grant the NDIS minister, Mark Butler, the authority to reduce funding categories for individuals by as much as 99%. The government has already indicated a 50% reduction in individual participant budgets for social, civic, and community participation. Without these interventions, the NDIS, which currently costs $52 billion annually, is projected to exceed $117 billion per year within a decade. The Greens have suggested that a gas export tax could provide the necessary funding to support the NDIS without cutting essential services.

The inquiry report also indicates that approximately 241,000 NDIS participants will be removed from the scheme by June 2031 due to the introduction of a functional capacity test, which aims to maintain the number of participants at around 600,000. An additional 105,000 individuals are expected to be prevented from entering the scheme during this period. Those who are removed will be transitioned to state and territory programs, which will receive joint funding from the Commonwealth. Pocock emphasized that no participant should be removed until these new programs are fully operational and accessible.

Disability advocacy groups have expressed strong criticism of the government's amendments, warning that the burden of care responsibilities will shift from the NDIS to families, disproportionately affecting women. Sophie Cusworth, the chief executive of Women With Disabilities Australia, has called for a comprehensive gender impact assessment of the bill, arguing that the proposed legislation undermines women's safety, care, health, and economic security. The government is expected to negotiate a deal with the opposition to ensure the bill's passage in the Senate, despite the widespread concerns raised by various stakeholders.
