In the early hours of Tuesday morning, a tragic two-vehicle collision occurred in Montgomery County, Maryland, resulting in the death of a Virginia man. The victim, identified as 58-year-old William Vance Payne, II, was driving a Toyota Matrix when his vehicle was struck by a Kia Optima. The Kia was being driven by a 13-year-old boy, who was later reported to have been driving a stolen vehicle. The crash took place shortly before 5:30 a.m. at the intersection of Clopper Road and Great Seneca Highway in Germantown.
According to police reports, the Kia was traveling north on Great Seneca Highway when it entered the intersection and collided with the eastbound Toyota Matrix. The impact was severe enough to overturn the Kia, which ended up in a bush at the base of a sign for the Fountain Hills residential community. Emergency responders arrived at the scene shortly after the crash, and the 13-year-old driver was transported to a local hospital in critical but stable condition. Additionally, six other children were passengers in the Kia, consisting of four girls aged 12 to 14 and two boys aged 12 to 15. They were also taken to local trauma centers with various injuries.
