Premier League review panel says Sunderland penalty against Arsenal should not have been given

The Premier League's independent Key Match Incidents Panel unanimously ruled that the penalty awarded to Sunderland against Arsenal on September 12 was incorrect. Referee John Brooks had penalized Arsenal defender Ezri Konsa for holding Sunderland's Dan Ballard during a corner. Arsenal manager Mikel Arteta criticized the decision as "not acceptable." The panel, however, supported VAR's decision not to intervene, with a 3-2 majority. Arsenal won the match 2-0, with David Raya saving the penalty. The panel also determined that Erling Haaland's winning goal in the Manchester derby should have been ruled out for offside.
