EU leaders repeat same migration demands in summit conclusions for over a decade

EU leaders meeting in Brussels for the October 2026 summit are set to repeat migration conclusions nearly identical to those issued since 2015. The draft text again calls for stronger external borders, partnerships with foreign states, and increased deportations. Despite over 50 summits with similar language, the EU has not resolved migration challenges. In late July 2026, around 80,000 people arrived in the Spanish enclave of Ceuta. The European Commission credits its reforms for a drop in irregular arrivals, but the fall of Syria's Assad regime also contributed. Syrians' irregular crossings fell from over 100,000 in 2023 to about 1,000 now.
