The U.S. Department of Homeland Security proposed a rule on Wednesday requiring universities to pay $70,000 for each international student they recommend for Optional Practical Training (OPT), a program allowing F-1 visa holders to work in the U.S. after graduation. The fee would also apply $30,000 for each subsequent recommendation, such as extensions. DHS said the fees aim to combat fraud and protect American workers. The proposal is open for public comment for 60 days and could face legal challenges. Critics argue it would harm American innovation and economic growth by discouraging international students.
