At the Labour Party conference in Liverpool, UK Chancellor John Healey announced a £100 million expansion of the Local Apprenticeships Service to help young people find jobs. He said cutting the benefits bill is a moral duty and that the best offer to young people is a first job with training, not a benefit payment. The scheme will be available to all English mayors and aims to address the one million young people not in education, employment, or training. Healey also stressed fiscal discipline ahead of the Budget and announced a £300 million investment by Rolls-Royce in British factories.
